  18. <p>     The dream of a border-free Europe took a step toward reality
  19. last week. Aboard a cruiser sailing down the Moselle River past
  20. the village of Schengen, representatives of France, West
  21. Germany, Belgium, Luxembourg and the Netherlands signed an
  22. agreement to abolish border checks for travelers and their
  23. luggage. The accord will go into effect in 1992. When it does,
  24. the internal frontiers shared by the five countries, including
  25. a newly unified Germany, will be partly dissolved, creating a
  26. 373,766-sq.-mi. passport-free territory informally dubbed
  27. Schengenland.

  29. <p>     The agreement is regarded as an important preliminary to
  30. full integration of the twelve-member European Community,
  31. scheduled for Jan. 1, 1993. Within the new five-nation zone,
  32. passport controls for citizens will be lifted, police will
  33. share information, and extradition and political-asylum
  34. measures will be harmonized. But to combat a possible increase
  35. in illicit drug trafficking, terrorist activities and illegal
  36. immigration, controls on the external borders of Schengenland
  37. will be tightened.
